On and after
July 1, 1995, in an effort to eliminate unnecessary functions, avoid duplication,
reduce costs, increase efficiency, and improve services to the state and the public,
the rights, powers, duties, functions, obligations, and divisions of the department of
administration are transferred to the department of personnel.
