Text
An invitation for bids, a request for proposals, or any other solicitation may be
canceled or any or all bids or proposals may be rejected in whole or in part at any
time before a contract is executed when it is in the best interests of the state
pursuant to rules. The reasons therefor shall be made part of the contract file but
shall remain confidential and shall not be subject to the provisions of the Colorado
Open Records Act, part 2 of article 72 of this title 24, for the lesser of six months
or until the contract at issue is awarded.
