(a)
A community facilities district may include areas of territory that are not contiguous.
(b)
In establishing the boundaries of the district, the legislative body may alter the exterior boundaries of the district to include less territory than that described in the notice of the hearing but it may not include any territory not described in the notice of the hearing.
