Regional water quality control boards shall comply with the notification guidelines in Section 11125 and, in addition, shall do both of the following:
(a)
Notify, in writing, all clerks of the city councils and county boards of supervisors within the regional board’s jurisdiction of any and all board hearings at least 10 days prior to the hearing. Notification shall include an agenda for the meeting with contents as described in subdivision (b) of Section 11125 as well as the name, address, and
telephone number of any person who can provide further information prior to the meeting, but need not include a list of witnesses expected to appear at the meeting. Each clerk, upon receipt of the notification of a board hearing, shall distribute the notice to all members of the respective city council or board of supervisors within the regional board’s jurisdiction.
(b)
Notify, in writing, all newspapers with a circulation rate of at least 10,000 within the regional board’s jurisdiction of any and all board hearings, at least 10 days prior to the hearing. Notification shall include an agenda for the meeting with contents as described in subdivision (b) of Section 11125 as well as the name, address, and telephone number of any person who can provide further information prior to the meeting, but need not include a list of witnesses expected to appear at the meeting.
