(a)(1) Except as provided in subsection (e) of this section, every catfish processor in the state shall register with the Department of Agriculture.
(2)Applications for registration as a catfish processor under this chapter shall be made on forms prescribed by the department.
(3)Every application is to be accompanied by an application fee of one hundred fifty dollars ($150), a certified financial statement in a form prescribed by the department, and any further information the department may by rule require.
(b)The department shall promulgate such rules as necessary to secure the performance of catfish purchasing obligations.
(c)Whenever, after due notice and hearing, the department finds any registrant is insolvent or has violated any provisions of this chapter, it may issue an order
