(a)The district Johnson grass control and eradication supervisor of each district shall have and exercise the following powers and duties, among others, regarding the Johnson grass eradication program:
(1)To supervise the eradication of Johnson grass;
(2)To inspect property in the district to determine whether this subchapter is being complied with by those owning or having control of such lands;
(3)To inform himself or herself of the nature of Johnson grass and to follow the recommendations of the Director of the State Plant Board and the College of Agriculture of the University of Arkansas as to the best methods of controlling, eradicating, and preventing the dissemination of Johnson grass; and (4) Through the director, to enter into agreements with the state and federal agencies for
