(a)Upon proper application to the Arkansas Natural Resources Commission, a person is entitled to be registered and to be issued a certificate of registration as a certified water well driller or certified pump installer who shall furnish to the commission proof that he or she:
(1)Is at least eighteen (18) years of age;
(2)[Repealed.]
(3)Has knowledge of the rules adopted under this chapter; and (4) (A) Has experience as defined by the commission's rules in the work for which he or she is applying for a certificate of registration.
(B)An applicant may satisfy the requirement under subdivision (a)(4)(A) of this section by:
(i)Completing the commission's apprenticeship program;
(ii)Holding a valid certificate of registration from the commission, within the past ten (10) years, of the t
