In each county there shall be one or more judges of the county court as may be provided by law, whose full term of office shall be four years, and whose qualifications shall be prescribed by law. County judges shall be qualified electors of their counties at the time of their election or appointment. Section 1 of chapter 313, session laws of Colorado 1963, provided that the repeal and reenactment of this section takes effect immediately. However, according to section 1(4) of article V of the state constitution, a measure "shall take effect from and after the date of the official declaration of the vote thereon by proclamation of the governor".
