The juvenile court of the city and county of Denver shall have such jurisdiction as shall be provided by law. The judge of the juvenile court of the city and county of Denver shall have the same qualifications and term of office as provided in this article for district judges. Vacancies shall be filled as provided in section 20 of this article. The number of judges of the juvenile court of the city and county of Denver may be increased as provided by law. Section 1 of chapter 313, session laws of Colorado 1963, provided that the enactment of this section takes effect immediately. However, according to section 1(4) of article V of the state constitution, a measure "shall take effect from and after the date of the official declaration of the vote thereon by proclamation of the governor".
