The department of health has no authority to regulate, or to
promulgate or enforce rules, regulations or standards regulating
the design and construction of sewerage and water facilities
within a mobile home park. This does not preclude the department
from promulgating and enforcing rules and regulations or
standards regulating the health of persons within a mobile home
park and inspecting sewerage and water facilities within a
mobile home park upon completion of the construction of such
facilities.
