(a)A board of county commissioners may cooperate in
extension work in agriculture and home economics in the county
under the supervision of the agricultural college of the
university and for that purpose may annually appropriate and
expend any amount the board deems expedient so long as this levy
and all levies for general county government do not exceed the
constitutional mill limit.
(b)Any two (2) or more contiguous counties may unite in
the formation of a district for the purposes of subsection (a)
of this section. The district formed shall be regarded as a
single county for the purposes of this section and is entitled
to the same benefits as if the district were one (1) county. No
county included in a district is entitled to any benefits of
