The interstate compact on the mentally disordered offender, hereinafter called "the compact," is hereby ratified, enacted into law and entered into with all jurisdictions legally joining therein, in the form substantially as follows: Interstate Compact on the Mentally Disordered Offender Article I. Purpose and Policy.

(a)The party states, desiring by common action to improve their programs for the care and treatment of mentally disordered offenders, declare that it is the policy of each of the party states to:
(1)Strengthen their own programs and laws for the care and treatment of the mentally disordered offender.
(2)Encourage and provide for such care and treatment in the most appropriate locations, giving due recognition to the need to achieve adequacy of diagnosis, care, treatm
