Any livestock dealer, transporter, or packer who buys, sells, or transports livestock in this State or operates a livestock auction or sales ring without having a license so to do, issued either to such person or to the firm or corporation that the person represents in conducting the business, shall be assessed an administrative penalty under section 15 of this title.
