(a)The District becomes responsible for providing a system for solid waste management, as delineated in subsection (b) of this section, when the Board of Supervisors declares the management system operational.
(b)The District shall provide a system for the management of all solid waste generated therein. Such system shall be revised and amended from time to time, and shall include all facilities, both public and private, for the collection, transportation, storage, treatment, disposal, and reuse of solid waste, all of which facilities shall be subject to regulation by the District.
