Text

Nothing in this chapter shall be construed to restrict or impair sales or exchanges of fertilizers or beneficial substances to each other by importers, manufacturers, or manipulators who mix fertilizer materials or beneficial substances for sale or to prevent the free and unrestricted shipments of fertilizer or beneficial substances to manufacturers or manipulators who have registered their brands as required by provisions of this chapter.
