The Commissioner shall establish headquarters and stations in such localities as he or she deems advisable for the enforcement of the laws of the State, and to that end, within the limits of appropriations, he or she may lease, or otherwise acquire, in the name of the State the right to use and maintain lands and buildings, and may purchase or otherwise acquire horses, motor equipment, and other supplies including radio and all other equipment and services the Commissioner deems essential for the needs of the Department or its members in carrying out their duties. The Commissioner may discontinue a headquarters or station, where he or she determines such action to be desirable. The Commissioner may sell such property as shall have become unnecessary or unfit for further use, and all monies
