Text
(a)No money, other than money belonging to the “School Fund,” shall be paid out of the City Treasury except upon warrant approved by the City Council. All purchase approvals and warrants shall be signed by two members of the City Council. The approval of the warrant by the City Council shall be by vote and recorded in the minutes.
(b)A full record of expenditures shall be kept, and a clear statement of all receipts and disbursements of City monies and of the affairs of the City generally shall be annually published under the direction of the Mayor together with the reports of the Board of School Commissioners, auditors, and other City officials at least 15 days prior to the annual City meeting, and the report shall include estimates for the expenses of the City for the year next ensuing;
