(1)There is created within the department the State Library Board.
(2)(2)(a) The board shall consist of nine members appointed by the governor.
(2)(b) One member shall be appointed on recommendation from each of the following:
(2)(b)(i) the State Board of Education; and
(2)(b)(ii) the Utah System of Higher Education.
(2)(c) Of the seven remaining members at least two shall be appointed from rural areas.
(3)(3)(a) Except as required by Subsection (3)(b), as terms of current board members expire, the governor shall appoint each new member or reappointed member to a four-year term.
(3)(b) The governor shall, at the time of appointment or reappointment, adjust the length of terms to ensure that the terms of board members are staggered so that approximately half of the board is appointed eve
