(1)(1)(a) The commission may issue a master off-premise beer retailer state license that authorizes a person to store, sell, or offer for sale beer for consumption off the person's premises at multiple locations as off-premise beer retailers if the person applying for the master off-premise beer retailer state license:
(1)(a)(i) owns each of the off-premise beer retailers;
(1)(a)(ii) except for the fee requirements, establishes to the satisfaction of the commission that each location of an off-premise beer retailer under the master off-premise beer retailer state license separately meets the requirements of this part; and
(1)(a)(iii) the master off-premise beer retailer state license includes at least five off-premise beer retailer locations.
