(1)(1)(a) The governing body of each municipality and county has exclusive authority to and shall, subject to Title 53, Chapter 2d, Part 5, Ambulance and Paramedic Providers, ensure at least a minimum level of 911 ambulance services and ground ambulance interfacility transport services are provided:
(1)(a)(i) within the territorial limits of the municipality or county;
(1)(a)(ii) by a ground ambulance provider, licensed by the Bureau of Emergency Medical Services under Title 53, Chapter 2d, Part 5, Ambulance and Paramedic Providers; and
(1)(a)(iii) in accordance with rules established by the Trauma System and Emergency Medical Services Committee under Section 53-2d-105.
(1)(b) 911 ambulance services are essential services.
