Sec. 59.001. PURPOSE AND APPLICATION.
(a)The purpose of this chapter is to authorize creation and operation of regional districts for water, sanitary sewer, drainage, and municipal solid waste disposal under Section 59 , Article XVI, Texas Constitution.
(b)This chapter applies only in counties with a population of at least 3.3 million or bordering a county with a population of at least 3.3 million.
