Sec. 223.004. FILING, OPENING, AND REJECTION OF BIDS.

(a)Except as provided by Section 223.005 , a bid submitted under this subchapter must be sealed and filed with the director or the director's designee in Austin and shall be opened at a public meeting by the director or the director's designee.
(b)All bidders may attend the opening and all bids shall be opened in their presence.
(c)The commission by rule may prescribe conditions under which a bid may be rejected by the department.
