Sec. 3946.054. EX OFFICIO DIRECTORS.
(a)The following persons serve ex officio as nonvoting directors:
(1)the city manager of the city; and
(2)the chief financial officer of the city.
(b)An ex officio director is entitled to speak on a matter before the board.
