Sec. 1019.103. MANAGEMENT AND CONTROL. The board has full management and control of all district business, including the power to:
(1)negotiate and contract with any person;
(2)purchase or lease land;
(3)construct and equip a hospital system; and
(4)operate and maintain the hospital.
