Sec. 861.703. COLLECTION OF PENALTY.
(a)The attorney general or a district or county attorney under the direction of the attorney general may file an action in the name of the state to collect a penalty under this chapter.
(b)An action filed under this section must be filed in Travis County or in the county in which the general casualty company's principal office is located.
