Sec. 651.003. RULES.

(a)The commissioner may adopt and enforce rules necessary to administer this chapter.
(b)The rules may contain classifications, differentiations, or other provisions and provide for adjustments or exceptions for any class of transactions necessary to:
(1)accomplish the purposes of this chapter;
(2)prevent circumvention or evasion of this chapter; or
(3)facilitate compliance with this chapter.
(c)A rule adopted by the commissioner may not contain any classification, differentiation, or other provision with respect to any class of transactions or provide for any adjustment or exception for any class of transactions that would result in a less stringent disclosure requirement than required for that class of transactions by the Consumer Credit Protection Act or Regul
