Sec. 2207.053. SELECTION OF TEMPORARY BOARD. At the time a written agreement is executed under Section 2207.051 , the county judges of each county executing the agreement to create the pool shall select nine individuals to:
(1)serve as a temporary board; and
(2)draft the plan of operation for the pool.
