Sec. 2201.004. AGENT LICENSE REQUIRED.

(a)A person, firm, partnership, or corporation may not act or offer to act as an agent for, or aid in any manner in the solicitation, negotiation, or placement of insurance on behalf of, a risk retention group or purchasing group operating in this state or a group member in this state without first obtaining a license as an agent under:
(1)Chapter 4051 , if a resident of this state; or
(2)Chapter 4056 , if a nonresident of this state.
(b)A person, firm, partnership, or corporation must comply with Chapter 981 before the person, firm, partnership, or corporation, on behalf of a purchasing group or a group member in this state:
(1)acts or offers to act as an agent for an insurer not authorized to engage in business in this state; or
(2)aids in any
