Sec. 363.067. STUDY REQUIRED FOR RESOURCE RECOVERY OR OTHER SOLID WASTE MANAGEMENT SYSTEMS.

(a)To develop programs to implement regional or local solid waste management plans or other solid waste management alternatives that include resource recovery, a study must be made to determine feasibility and acceptance of the programs.
(b)The study shall be conducted in three phases:
(1)a screening study;
(2)a feasibility study; and
(3)an implementation study.
(c)Public agencies that conduct all or part of one or more phases may qualify for assistance to accomplish other phases or parts of phases.
(d)After each phase, the governing body shall determine whether to proceed to the next phase.
(e)A study may not include final design and working drawings of any request for proposals for project
