Sec. 137.005. STRATEGIC PLAN.

(a)The commission shall develop and implement a five-year strategic plan for family support services. Not later than September 1 of the last fiscal year in each five-year period, the commission shall issue a new strategic plan for the next five fiscal years beginning with the following fiscal year.
(b)A strategic plan required under this section must:
(1)identify methods to leverage other sources of funding or provide support for existing community-based efforts to provide family support services;
(2)include a needs assessment that identifies programs to best target family support services to the needs of underserved populations and geographic areas;
(3)identify priorities and specific commission actions to coordinate and provide family support services t
