Sec. 2310.107. DESIGNATION AGREEMENT.
(a)If the bank determines that a nominated area for which a designation application has been received satisfies the criteria under Section 2310.101 , the bank shall negotiate with the nominating body for a designation agreement.
(b)A designation agreement must:
(1)designate the nominated area as a readjustment zone; and
(2)designate the administrative authority, if one is to be appointed for the zone under Section 2310.202 , and describe its functions and duties, which should include decision-making authority and the authority to negotiate with affected entities.
(c)The bank shall complete the negotiations and sign the agreement not later than the 60th day after the date on which the application is received unless the bank extends that period to t
