Art. 6243l. SEPARATE RETIREMENT SYSTEM FOR POLICE DEPARTMENT EMPLOYEES IN CITIES OF 250,000 OR MORE. Section 1. The governing body of any city with a population of 250,000 or more, according to the last preceding federal census, may establish by ordinance a separate retirement system for employees of the police department notwithstanding any charter provisions of the city to the contrary. Sec. 2. This Act does not apply to a city governed by:

(1)Chapter 4 , Acts of the 43rd Legislature, 1st Called Session, 1933, as amended (Article 6243a, Vernon's Texas Civil Statutes);
(2)Chapter 101, Acts of the 43rd Legislature, 1st Called Session, 1933, as amended (Article 6243b , Vernon's Texas Civil Statutes);
(3)Chapter 105, Acts of the 47th Legislature, Regular Session, 1941, as amended (Article
