(a)As used in this section, "state employee" means an employee of this state within the executive, legislative, or judicial branch of state government.
(b)Notwithstanding another law to the contrary, during a twelve-month period:
(1)A state employee may participate in Tennessee foster parent training during the course of their employment for up to twenty-five (25) hours without having to use paid sick, annual, or compensatory time. If a state employee participates in such training in accordance with this subdivision (b)(1), the state employee is not entitled thereafter to participate in such training during the course of their employment without using paid sick, annual, or compensatory time. The department of human resources shall develop a form to be used by the department of children'
