Any deputy sheriff appointed and serving under §§ 8-20-103 and [former] 8-20-108 [obsolete] shall, before receiving monthly salary, submit a monthly report for the preceding calendar month showing the services performed, in which cost for such services have accrued and the court or agency from which the fees will be received. A copy of such report will be filed with the sheriff and trustee of the county. The fiscal agent of the county will in no event issue any voucher in payment of the deputies' salaries, as herein provided, until the trustee and sheriff of the county have certified in writing that such monthly report has been received.
