As used in this chapter, unless the context otherwise requires:

(1)"Comprehensive plan or general plan" means a general, broad-based long range plan or document that formulates policies and proposals to guide the growth and development of a local government. Such plans address functional elements, including, but not limited to, future land use, improvements to transportation systems, community facilities and infrastructure, as well as providing a capital improvements program and budget for implementation of these proposed improvements;
