Text
The provisions of any other law, general, special or local, except as provided in this chapter, do not apply to the authority incorporated under this chapter; and, where such laws may be in conflict with the provisions hereof, this chapter shall be controlling. Nothing in this chapter shall be construed as impairing the powers and duties of the department of environment and conservation of this state or any department of the United States natural resources conservation service or its districts or agents.
