(a)Without derogating from any of its powers, duties, functions and responsibilities as set forth in the other provisions of this part, the agency is specifically authorized to:
(1)Make plans for the construction, operation, and maintenance of regional educational facilities in one (1) or more of the five (5) counties constituting the region; and (2) Take all such actions as are necessary or convenient in the judgment of the board in effectuating such plans, including, but without limitation, by reason of this enumeration:
(A)The acquisition of sites for the facilities;
(B)Sale or transfer of such sites, if acquired in the agency's name, to the agency or institution that will own and operate the facility;
(C)Arranging for the financing of the facility's construction, operation and mai
