It is the intent of the general assembly that the various counties and cities of the state that are members of the Chickasaw basin authority and within the designated area have the most effective and efficient means of organizing themselves on a regional basis for the purpose of general and comprehensive water resources planning and development activities to provide coordinated, efficient and orderly development of the surface water management plans and projects within the area as established by the Chickasaw basin authority programs and all approved amendments thereto. Such development includes all recreational and conservation developments adjacent to any water management project.
