Text
As used in this part unless the context otherwise requires:
(1)"Commissioner" means the commissioner of environment and conservation, the commissioner of environment and conservation's duly authorized representatives, and in the event of absence or a vacancy in the office of commissioner, the deputy commissioner; and (2) "Department" means the department of environment and conservation.
