The department of correction, in consultation with the department of safety, is authorized to create a commercial driver license training program for purposes of training offenders who, upon release from incarceration, may be suitable for careers in the transportation industry. A person who has been convicted of any of the following offenses is ineligible to participate in the training program created pursuant to this section: a human trafficking offense as defined in § 39-13-314 , or an equivalent offense in another jurisdiction; a sexual offense, a violent sexual offense, or a violent juvenile sexual offense, as such terms are defined by § 40-39-202 , or equivalent offenses in another jurisdiction; two (2) or more offenses of driving under the influence of an intoxicant under § 55-10-401
