Text
The commissioner may:
(1)Adopt rules necessary to fulfill the department's responsibilities;
(2)Prescribe the form of applications, records, reports and certificates provided for in this title and the information that forms shall contain; and (3) Investigate complaints by a service recipient or anyone on behalf of a service recipient.
