The governing body of a first or second class municipality may by ordinance authorize a change in the use of land obtained pursuant to § 9-38-31 . Any change in the use of land obtained pursuant to § 9-38-31 may only be authorized if the land is to be used for a public purpose. The governing body must give notice of the proposed ordinance by publishing the proposed ordinance in the municipality's official newspaper once a week for at least two successive weeks. The last publication of the notice must occur at least fourteen days before the meeting at which the ordinance is scheduled to be first read.
