Text
Before submitting such proposition the governing body shall first approve the proposed franchise by an ordinance duly adopted and published incorporating the proposed franchise in full and providing for submission of such proposition at an election to be held not sooner than thirty days after the publication thereof. The notice of election and the proposition so submitted shall refer to such ordinance by number and shall include the full title thereof.
