§ 59-53-1320 — Powers and duties.

There is hereby committed to the commission the function of promoting the program contemplated by Chapter 53 of Title 59 in and for York, Chester, and Lancaster Counties and without in any way limiting the generality of the foregoing, is empowered as follows to: (1) adopt and use a corporate seal; (2) adopt such bylaws and regulations for the conduct of business and the expenditure of its funds as it considers advisable; (3) acquire an appropriate site and to construct and equip on that site appropriate facilities in accordance with the standards and specifications set forth by the Advisory Committee for Technical Training; (4) acquire by gift, purchase, or otherwise, all kinds and descriptions of real and personal property; (5) accept gifts, grants, donations, devises, and bequests; (6) provide appropriate supervision of the maintenance of any facility established to promote vocational or technical education; (7) provide the necessary administrative services required by the state program; (8) employ such personnel as is necessary to enable the commission to fulfill its functions; (9) establish, promulgate, and enforce reasonable regulations, in conjunction with those promulgated by the state agency for the operation of its facilities; (10) operate its affairs on a fiscal year beginning on July first in each year and ending on June thirtieth of the succeeding calendar year; (11) expend any funds received in any manner, including the proceeds derived from any bonds issued by York County to defray any costs incident to the establishment of adequate facilities for the program, and thereafter to expend such funds for the operation, maintenance, and improvement of the facilities; (12) apply for, receive, and expend monies from all governmental agencies, both state and federal; and (13) exercise all powers contemplated for local agencies by Chapter 53 of Title 59 or by law.
