There is hereby created the York Commission for Technical Education (hereinafter referred to as the "commission"), which is a body politic and corporate and which shall have the functions and duties set forth to serve the counties of York, Chester, and Lancaster. The commission must be composed of nine members, to be appointed by the Governor upon the recommendation of a majority of the members of the county legislative delegation residing in York County. The terms of the members are for four years and until their successors are appointed and qualify. All vacancies must be filled in the manner of the original appointment for the unexpired portion of the term only.
