The Department may issue permits for driveways and side-road entrances or exits as referred to in Section 57-5-1080, and include in such permits such requirements and restrictions for design and location of the driveways and side-road entrances or exits as may be deemed necessary by the Department to avoid creating a hazard to the traveling public. Such requirements and restrictions may limit the width of such driveways and side-road entrances and exits and restrict their location. The Department may deny any request for any permit for any driveway, side-road entrance or exit which in the judgment of the Department may create a hazard to the traveling public.
