The Department of Motor Vehicles may issue a special commemorative "Public Education: A Great Investment" motor vehicle license plate to establish a special fund to be used by the Department of Education for the purpose of providing computers to the public schools. The biennial fee for the commemorative license plate is fifty-four dollars, and of this amount, twenty dollars must be placed in a special "Public Education: A Great Investment Fund" established within and administered by the Department of Education to purchase computers for use in the classroom and thirty-four dollars must be distributed to the school district or a school chosen by the license plate purchaser to be used to purchase computers for use in the classroom.
