For purposes of this chapter only, all state laws, regulations, or any rule of any state agency, board or commission having the effect or force of law that prohibits or is inconsistent with any provision of this section is hereby declared inapplicable to this chapter. No federal laws, rules or regulations shall be violated or abridged without properly documented authority of appropriate federal officials.
