The governing body of any such municipality may of its own initiative, by resolution or ordinance, establish and constitute in accordance with Section 51-15-170 a park and recreation board for the municipality. If the governing body shall neglect or refuse to proceed to establish and constitute a permanent park and recreation board as authorized in this article, the question of its action as authorized by this article shall, upon petition to that effect signed by not less than five per cent of the number of voters voting at the last election in such municipality, be submitted to the electors at the next election of any sort held, and if a majority of the votes cast upon such proposition shall be in favor thereof, then the governing body shall within thirty days establish a permanent park a
