There is hereby established the South Carolina Education Council composed of the members of the Educational Commission of the states representing this State. The Educational Commission representing South Carolina shall be composed of the following: The Governor and four other members who shall be appointed by the Governor for terms of four years. The Governor shall be chairman unless he shall designate another member to act in his stead. The Council shall meet on the call of the chairman or at the request of a majority of the members, but in any event the Council shall meet not less than three times in each year.
